Direct Answer
An index provider writes the rules an index follows, calculates the resulting number, and licenses both. The provider is usually a different company from the fund manager tracking the index, and the fund pays to use it.

Why constituent lists are not reproduced here
Index names, levels and methodology are facts and this library explains them freely. Constituent lists with weights are a licensed dataset: providers sell access to them, and a list shown on a provider's public page is not permission to copy, automate or redistribute it.
Swoopr holds no index data licence, so every index page links to its provider for current membership. That boundary is enforced in the build rather than left to editorial memory.
Frequently Asked Questions
What does an index provider actually do?
It writes and maintains the rules: which securities are eligible, how they are selected, how they are weighted, and when the membership is revised. It then calculates and publishes the resulting number, and licenses both the index and its data.
Do index providers charge for their indexes?
Yes. Providers license their indexes to fund managers that track them and license the underlying data separately. That licensing is why constituent lists and weights are not freely republishable.
Can two providers cover the same market differently?
Routinely. Providers apply their own eligibility criteria and country classifications, so two indexes described as covering the same market can hold different companies and classify the same country differently.
