Evaluate four factors in this order:
- Regulatory status and custody model. US-registered exchanges operating under FinCEN registration and state money-transmitter licenses (Coinbase, Gemini, Kraken) are subject to audit and reserve requirements that offshore entities are not. The FTX collapse confirmed that offshore self-attestation is not a substitute for regulatory oversight.
